Basic point is that if White LED power to households supplied via local schools is viable as claimed, then it must also be viable to just add on the additional capacity required for general use of battery powered radio broadcast receivers and torches (White LED) and also for introducing loudspeakers (and CardPodCasters) at literacy and other classes and One Laptop Per School.

Critical issue is for locations not supplied by daily porterage transport from grid or mini-grid (eg pico hydro). Can volume be increased to support a scalable (declining cost for increased usage) tiny local genset run for a couple of hours a day (eg 300W petrol, kerosine or LPG) or is the basic consumption for White LED so low that it only supports solar with extra costs still increasing linearly with extra usage?

Compare capital costs of maintaining household and Rural Market Centre supplies for periodic (eg weekly) purchases to those for daily supply (during school term) from local school by household delivery but with potentially increased recharge costs for generation and charging at school or transport to school instead of at RMC. eg if one set of 4 x AA batteries is used up per loudspeaker per day then 7 sets might be needed for class plus another 7 sets at RMC for weekly supply, cf 1 set each for daily supply from school ie 7 times the capital cost. Ditto for weekly supply of 1 recharged XO battery pack per day for One Laptop Per School unless charging available daily at school.

For more detailed cost estimates the following calculations would be needed to arrive at a future cost of battery power per Watt hour in each locality after White LEDs and household delivery from local schools has been established.

Need detailed wholesale (by quantity) and retail prices for all types, capacities and sizes of both primary (dry) cells AA, AAA, C, D) and rechargeables. Wholesale c.i.f.f to KTM and border railway junctions and other municipalities, ex works or f.o.b. at local, indian and chinese manufacturers and retail at all Rural Market Centers.

Could perhaps assume that transport of rechargeable AA, AAA, C, D to Rural Market Centers would cost about the same as for currently retailed dry cells so retail price difference between (uncharged) rechargeable and dry cell at each location should be similar to KTM. May need adjustment (increased difference) for overhead costs of forming an initial supply, different turnover rates and much smaller quantities requiring break of bulk instead of full porter loads from road heads.

Given those figures, local cost of  frresh recharged batteries (as opposed to uncharged rechargeable batteries) would depend on local transport plus charging costs and lost capacity due to discharge leakage rate and delay.

Need overall (guesstimate range of upper and lower bounds) "lifetime throughput" in Watt hours (Wh) for each type and size (depends on lifetime number of charge cycles and capacity, which also depends on charging and discharging rates and depths and temperature).

Compare with lifetime costs (initial plus cost of each recharge times number of recharges).

Consider:

1. Battery packs to control depth of discharge (and facilitate charging).

2. LiFePO battery packs and chargers from OLPC.

3. Mitigating discharge leakage during longer transport delays by use of (more expensive and lower capacity) low self-discharge NiMH instead of standard NiMH.

Also need expected distances to nearest road head, grid power, pico hydro or improved water mill and porterage rates and frequencies.
